Chief Phillip Conklin
Phillip Conklin was born and raised in Abilene, Taylor County, Texas and attended Cooper High School. After high school, he attended Texas State Technical College in the Assoc. of Paramedicine Program which was directed and instructed by Merkel's own Ray Dillerd and the late Vernon Wade.
Phillip's first introduction to public service was in 1995 when he became a member of the City of Merkel's Volunteer Emergency Medical Services. He was a member for approximately two years as he completed his Paramedic license and certifications.
In 1998, Phillip enlisted in the United States Army and served in the Medical Corps.
After his service in the U.S. Army, Phillip continued his education at Atlantic Cape Community College and then to Thomas Edison State University in Trenton, New Jersey, were he received his Associates Degree in Criminal Justice.
Phillip continued his education while also working in Casino Security in Atlantic City, New Jersey for Trump Entertainment Resorts. Phillip worked in various departments, eventually leading him into upper management at Trump Marina Hotel and Casino, Trump Taj Mahal, and Trump Plaza.
In 2008, Phillip completed his Bachelors of Arts in Criminal Justice and Sociology at Rutgers Camden College of Arts and Sciences, New Jersey.
In 2009, Phillip returned home to the Abilene area and began his career in Law Enforcement. He started at the Taylor County Sheriff's Office, Adult Detention Center where he worked as a corrections officer. Graduated from the West Central Texas Law Enforcement Academy in 2011 and transferred to the Patrol Division shortly after.
In 2015, Phillip accepted a position at the Merkel Police Department as a Reserve Police Officer. A few months later, he was offered a full-time position with the department. In late 2015 he assumed the role of the departments range-master and training and development officer. Phillip worked with, then Sergeant Christopher Ortiz, in developing many of the programs the community sees in place today; First Responder Trunk or Treat, Blue Santa Program, and Back the Blue for Autism. Upon the retirement of Police Chief Thomas Jones, Phillip accepted the position of Sergeant and Training Coordinator under Police Chief Christopher Ortiz.
October 3rd, 2018, Phillip accepted appointment by Merkel City Council and was sworn in by Mayor Mary Schrampfer, as Merkel Police Department's Chief of Police.
Chief Conklin is a graduate of Bill Blackwood's Law Enforcement Management Institutes (LEMIT) NCDP Class #60 and is an active member in the Texas Police Chiefs Association and Texas Municipal Police Association.
